My mother, Cynthia Destro-Underrwood, is Joe's 1st cousin. She often spoke of her cousin "Joe'" as she proudly described him as a great 'detective and cousin.' My observation was he was a very dedicated family man. I pray for the wellbeing of his whole family. His children and grandchildren will immensely miss him. May God Bless the memory of Joe and Joe's family, and may the children and families find comfort from the memories and unspoken blessings throughout the years. Joe was a very special man.

A troubled teen in 1965 I had the good fortune to have Officer Welch reach out to me and correct the course my life would take, for that I shall be eternally grateful, thank God for him.

Joe was an well respected Detective for JPD and I remember his awesome sense of humor when I used to hang around the PD with my father.

Back in the early 70's I was one of a group of the first civilians to man the police radios at the JPD..A great percentage of officers did not think we were qualified to do this work and would put police at rist. Joe was assigned to our group and he taught us, guided us, believed in us, and gave us the confidence to do the job. I will never forget his patience and dedication to make things work..I am so glad I had the chance to know him personally and so sorry to hear of his passing. God has received one of Jamestowns finest,,,,,,,

Farewell to my friend and partner....the camaraderie that we have shared as members of the Jamestown Police Department will live on in our memories. Your compassion,resourcefulness and great sense of humor never ceased to amaze me. Joe was my partner for many years while on the Jamestown Police Department. We served in the Detective Bureau together and I learned much from Joe. We were great friends and he will be greatly missed by all of his brother officers. Rest in peace my friend...!!!

I am shocked and saddened by the loss of a great guy and an and even better detective. He was the "go to guy" in the Bureau. If you needed information, a case solved...you went to Joe and he always delivered. I will forever appreciate all of his hard work and especially his loyalty. Rest in peace, my friend.
