I met Bill while working at Chautauqua Mall. He was an inspiration to his trade with honesty, straight forwardness and will never be forgotten. I can't think of anyone I ever had more respect for.

I am very sorry to read of the loss of, Mr. Pickard. He was a very faithful and dedicated man, married for 56 years! I won't pretend to know what you're going through, but what has helped me deal with the loss of those I love, is turning to the Scriptures, something that has been a real source of comfort. One Scripture that gives me hope is, John 11:25, which says, "Jesus said to her: “I am the resurrection and the life. The one who exercises faith in me, even though he dies, will come to life." I hope that this verse will also comfort you and, I hope you and your family can get through this difficult time. Dearest Family
Words can not express the emotions that my family and I have right know with the passing of Uncle Bill. So many thoughts and memories go threw my mind, the summers camping trips, the nights playing cards. It goes much deeper then that. Uncle Bill was my fathers partner and best friend for years and as a fellow brother of blue I know the bond that holds. Uncle Bill was a second father to me and I could look up to and be like. When my father was having a double lung transplant and I was going through a difficult time, it was Uncle Bill who I called and on the first ring he picked up and was the voice that could calm me down. Uncle Bill was a true American hero in all aspects of his life. Aunt Linda and Uncle Bill you will always and forever hold a speacial place in my heart.

Such a great man always made sure his family was taken care of! We really enjoyed every minute we had with you at the nursing home and we are all hurting now that you have left us. Each and every resident has a different impact on our lives but you have made the biggest one so far. You were always interested in what was going on with all of us and made us feel like you cared, even when we were supposed to be caring for you. When we would be documenting in the back hall and you would sit outside your room and tell us that you were just watching the show (all the crazies) you would definitely make us laugh. Even when you stopped talking so much you still had your cocky remarks towards me and it always made my day coming into your room. When I would work until 11 I would come and check to make sure you weren't pulling a fast one on us and transferring yourself every night before I left. Thank you for always keeping us on our toes Bill you are missed by so many. Keep watching over your family as they move through life and they get through these hard times. Love you Rest in Paradise no more pain and suffering. ♡

I have fond memories of Bill working with him both at the Jamestown Ploce Department and as Security Officers at the Chautauqua Mall. I will always remember Bill’s infectious sense of humor and the great stories he would share of many cases that he worked as a member of JPD. As a young police officer with JPD, Bill was always quick to offer advice to me and to help out those less experienced than him. He was a dedicated brother officer and more importantly a good friend. My sincere condolences to his family and friends for his loss will be felt by many. Having lost family members myself, I can attest to the fact that their memories are kept alive in your heart. RIP Brother Bill !
